Monarch Rose Agency was born from a simple truth, every organization, no matter its size deserves access to experienced, strategic support. We
began in 2016 with a simple mission: to help businesses fill critical HR gaps. At that time, we focused mainly on HR consulting, supporting leaders with compliance, onboarding, and people strategies that allowed them to focus on running their organizations.
Over the years, we saw how business needs were shifting. After years of working with global brands, community organizations, and nonprofits, we saw the same struggle repeating itself: leaders trying to do it all, wearing too many hats, and burning out in the process. We listened, adapted, and expanded.
Today, Monarch Rose Agency is a multi-dimensional partner for businesses, nonprofits, and startups. ABOUT THE FOUNDER
Mary Garcia is the founder of Monarch Rose Agency and a seasoned executive with nearly two decades of experience across Fortune 500 corporations, global brands, and entrepreneurial ventures. Her career has taken her inside some of the most respected organizations in the world, including Oracle, Lockheed Martin, Hilton, General Mills and Mondelez International.

In 2016, Mary Garcia launched Monarch Rose Agency to give small businesses, nonprofits, and chambers access to the kind of strategic support typically reserved for large corporations. What started as an HR-focused consultancy has grown into a fractional services agency that blends HR, marketing, and operations expertise to help organizations work smarter and scale sustainably.
Mary brings more than corporate experience, she brings heart. A recognized community leader, she’s served on nonprofit boards, led civic initiatives, and championed programs that advance education, equity, and economic opportunity.
